May 18, 2009. #3. Re: 15 hp gamefisher lower unit. It turned out to be a shift linkage problem. The linkage connection bolt wasn't tight so when I would shift in forward it would slip. Same with reverse, and that's why It would either freeze in forward, or neutral and wouldn't shift out of it. I adjusted it, and tightened it, and it works fine now.I installed new water pump impeller, new spark plugs and new lower unit gear oil. Testing out the motor.
