Another flaw in the system with RRECS. I could understand if the USPS was like it will take 2 weeks to get accurate data to bump your route to correct eval. But as you said new system it sounds like you have to wait 12 months before the full time goes into effect. But there are a few who think RRECS is the greatest thing since sliced bread.
