The configuration disables the ability to mix materials when crafting the item/tool, but you can mix materials in the alloy machine to create a handful of alloy ingots, giving you the mixes stats and bonuses.

The command is also recognised if typed into chat with cheats enabled, but appears unrecognised if cheats are off (which they are by default). For the level 3 reactive you'll need poped chorus fruit and nether bananas so start making a netherwood farm. You can take any already graded part that you don't like, craft it unto nuggets/shards and back to the original form. Rinse and repeat. 2.
