The most efficient way to grind rb is kitakaze line. You need all the economy flags, dragon flags. You free xp to tier 8, grind tier 8 and 9. Don't buy the haragumo but unlock it, then reset. When you have done 10 times, you can buy the tier 5-10 ships and get all the RB points to buy some thing.
