Easiest way to do it is to go to uni updater. There'll be an app for a cheat/hack database. Download that and you'll have the cheats. Enable the cheats by pressing y when you have a game selected. (In twilight menu of course) I tried, but without success. I place the file in the extras folder but it does not appear in the twmenu.

No, nds-bootstrap does not currently use the built in IR sensor of the 3DS, nor do any TWL_FIRM-based applications. You can, however, use any cartridge with IR to use it; it doesn't have to be the game that you're launching via nds-bootstrap. By the way, TWiLight Menu++ itself does not load backups.
