I'm trying to figure this out myself. I know you should pump up ARC, as the main selling point of this weapon is the art and bleed proc, so start w 40 or more there. What I'd like to know tho, is where fire is scaling off of, since there's no FAI. In the meantime, I'm putting a bit on DEX, and might go maybe 60 ARC, 40 DEX. I just got ...

Yes. Based on the stats it looks unimpressive, like not bad physical and nice arc scaling for bleed, but other weapons have better scaling. What makes it amazing is the ability. You can get a full tier1 bleed proc from one use of the ability because it attacks so quickly.
