I'm wondering if maybe the high/low gear lever may be out of adjustment and not letting the gears engage fully.To properly check a glow plug (it is basically a resistor) you want to disconnect the wire to each one. Select the lowest resistance scale on the meter (like 100 ohms) and read resistance from plug lug to engine block. REading should be VERY low ohms (like under 50, and as low as 10). If a reading on each-then OK.
