Justin@DP-Tuner. Nope. You are just tightening the rocker arm pedestal down, not doing anything to the valves. It's good practice to torque em down with the cylinder at TDC of the compression stroke. That way the valves are fully seated and no stress is on the rocker. But as Justin said, its not going to effect anything if your just checking them.
