Edit: went back to LG TV companion and having the same issue. Edit: after following the guide here and the guide for LG companion on github, what fixed it for me was switching from Device-IP to network broadcast address and back. When I switched back the TV prompted me to connect to mobile device.

Yeah you are right, this is more of an issue with race conditions over HDMI-CEC on LG TV's. But on the LGTV companion side pf things what can be done is to work around the issue, maybe.
