It depends on the lost sector and how fast you can consistently clear that particular lost sector on each difficulty. The Master drop rate is higher, but it is not 2x as high. Did lost sectors always say rare/common on legend/master mode? I haven't seen a comprehensive farm post-lightfall to compare drop rates to the supposed ~25%/+% we used to have. from what ive heard its 25% on legend and 30% on master. pretty sure you can rerun campaign on legend for the exotic.

That's just rng. They have always been horrible drop rates. Some people get two or three in 10 runs while others get one to drop in 20 runs. I've had days where I ran for an hour and got nothing, other days where I got what I wanted after three runs. Unlikely they change it, pretty sure it's the same as it was before.

Because the drop rates are the same for each lost sector. Some lost sectors can be done in under a minute, and bungie probably thinks 1 exotic / minute is too much. It should sit at 50% legend and 75% master and those drops would feel rewarding enough without breaking bungie's imaginary exotic economy.
