As was said, you shouldn't combine handy and repairman. The problem you'll face with spears is that the spear skill takes a while to level. Maintenance will level by itself as long as you start with at least 1 point. Killing in one hit all the time is what you need, but that only happens at 7/8 spears which takes time.

I'd expect the lower tech options to require more skill, balancing out the fact that spears are so easy to get. I feel that the rarer high tech equipment should be easier to use since that's why we invented it in the first place.
