shhos99. An Army recruiter's job is getting qualified applicants in uniform and off to basic training as quickly as possible. There is no easier applicant to process and send on their way than a college graduate as an E-4. An OCS applicant requires so much more paperwork/time for the recruiter and they rather not deal with it.
