That's what I meant. Its second best of Hand crossbows, the best is the hellfire hand crossbow. It's a +2 and it gives scorching ray. Even then, it's still honestly debatable on which is better. The pure force dmg from the Ner'e is incredible. My thief can currently do this: Sneak attack + 2 offhand attacks + action surge + another attack == 4 attacks, that each does around ~30 dmg with hand x-bows + 1. It's insane. Fighter gives you ranged proficiency at level 1, action surge at lvl 2. Thief gives you one extra bonus action (translated into offhand attack).
