F is there to be used, as tiers have to be valued reliatively, and some leaders will always be at the bottom of the pole, thus deserving the F tier. Well Nubia just blatantly isn't a bottom tier. There is a way to increase the loyalty pressure from your city. You do it by building an Entertainment Complex and then working on the Bread and Circuses city project. Each of your citizen exerts 1.5 loyalty pressure, the same as a Golden Age city. It stacks, so a city in Golden Age working on Bread and Circuses exerts double loyalty pressure.
