Orb of Storms+Lightning Conduit might be the cheapest answer! Theory. Orb of storms shoots once as it is laid down up to three targets and chains if you get the mastery, and you can prolif shocks through your mastery too. And as a bonus every consecutive usage of lightning conduit will automatically proc orb of storms to shock again.
