One of person is dating him. You can go on dates with him if he accepts the knot but he doesn't have any romance missions yet.

I prefer unsuur myself. I waited until logan was romancable before deciding. But by that point in the game, over a year had passed since unsuurs letters, and so the story just didn't seem to fit anymore. So I ended up with logan as if youre single when you meet him, it just makes the most sense from a narrative perspective. Logan is pretty decent.
